 CPU performance issues

Having a lot of trouble with performance, getting 40-45 fps until any NPC is spawned in, where it then drops rapidly. I have already done the FPS clamp method, which instead of freezing the game makes it go into super slow motion at 10-15 FPS. I have an AMD 8350 at 4Ghz and a GTX 970. I believe this is because of my CPU being too weak to handle the pack, so I was wondering what i could do to lighten the load on the CPU for any sort of stable FPS.

i dont think its your cpu because i have a lower ranked cpu then u but a higher ranked gpu (grapics card)
and the lowerst fps i get is somewhere between 15-20 fps

and if i'm right your gpu has 4 gb vram
my gpu is the 1060 6gb (6gb vrarm)

and if your card has more and your running on win 10 you still can use only 4gb of vram.
on october the 17th comes an update what fixes the directx 9 issue of the 4 gb vram only

if you can't wait like me then u can get it early withe window insider

Yes you're right my GPU has 4GB of VRAM so I wont need the fix for directx9.
I've already tried everything in the performance guide, nothing has worked. Do you have any sort of hit to FPS whenever an NPC is spawned in? Because this is what is tanking my FPS, making the pack unplayable at the moment.

u also can try disabling the v sync because v sync is a performes stabilizer what makes a calculates the difference between your highest fps and your lowest
because of how it calculates can it really take a bite out of your fps
so sometimes is it beter have it disabled then enabled like the perfomes guide says 

and if it still doesn't help and the problem is really the npc's than you have to disable the population mod merge

•First step

-First go into an inside cell and save your game.
-Go MCM >>> Dyndolod >>> shut it down (with the option to do so)
-Disable the 4 Dyndolod related mods (near the bottom of left MO pane)
*If Dyndolod is not present in this build ignore and go to step 2.

•Check things

-See if performance improved (you will see more pop-ins,it's normal)
-If performance improved go to an inside cell again and save
-If not follow the stuff below

•2nd step

-Go to ASIS MCM >>> Set all spawn values to 0
-Close all menus
-Go to Immersive Creatures MCM >>> make sure all additional spawns are disabled
-Close all menus
-Go to OBIS MCM >>> make sure no additional spawns are activated
-Close all menus
-Wait 30 days-ingame in an inside cell
-See if performance improved and save
-If not follow the stuff below

•3rd step and the most bad one (not recommended for immersion reason) is to follow dutch's and my tip from the performance guide and detick that pop mod.

-Good luck!
